Brief Conditions of Baoding

保定是首都“南大门”，以“保卫大都、安定天下”而得名。辖4市（定州为省直管试点）、5区、15县(雄县、容城、安新三县由雄安新区托管)和2个开发区，总面积2.2万平方公里（不含雄安新区及定州1.93万平方公里），常住人口1143.7万（不含定州市、容城县、安新县、雄县、高阳县龙化乡924.3万）。其中，市区面积2531平方公里，人口315.35万。

In 2008, he engaged in inspection and gave guidance in DongFang Home community in Lianchi District and Great Wall Motor. Since the 18^th National Congress of the Communist Party of China, Xi has investigated in Hebei for 9 times, including 3 times in Baoding, to inspect poverty alleviation and development, promoting the coordinated development of the Beijing-Tianjin-Hebei region in person. Strategic Area around Beijing. Baoding is located in the Beijing-Tianjin-Shijiazhuang golden triangle zone, and the strategic hinderland of Xiongan New Area. Its downtown is 140 kilometers away from Beijing, 145km from Tianjin and 125km from Shijiazhuang, landing in the frontier of the political moat. Under the major national strategy——the coordinated development of Beijing-Tianjin-Hebei region, Baoding is seated in the core zone of primary interactive development of Beijing-Tianjin-Baoding region, which is a major regional central city among the world-level city cluster in Beijing, Tianjin and Hebei. 文化名城。保定是国务院命名的中国历史文化名城。历史上有刘备、祖冲之、郦道元、刘禹锡、赵匡胤、关汉卿等名人；近代有抗日烈士佟麟阁，爱国民主人士冯玉祥，作家孙犁、梁斌、徐光耀、苏叔阳、铁凝和画家黄胄等。现有全国重点文物保护单位59处，省级文物保护单位74处，是河北省第一文物大市。保定民俗文化丰富，有国家非物质文化遗产18项，省级非物质文化遗产99项。2017年被授予全省文明城市称号，正在争创全国文明城市。

Prominent Cultural City. Baoding is a famous historic and cultural city named by the State Council. In history, it is home to many celebrities such as Liubei, Zu Chongzhi, Li Daoyuan, Liu Yuxi, Zhao Kuangyin and Guan Hanqing; after 1840, it emerged famous people like Tong Linge, the martyr fighting against the Japanese aggression, Feng Yuxiang, the patriotic democrat, as well as writers including Sun Li, Liang Bin, Xu Guangyao, Sun Shuyang and Tianning, and artists, Huang Zhou. Baoding is the major city of cultural relics, and there are 59 national and 74 provincial historical and cultural heritage sites to be placed under special protection. Baoding possesses abundant folk culture with 18 national and 99 provincial intangible cultural heritages. In 2017, it was awarded the provincial civilized city and is working hard for the national civilized city award from then on.

保定具有光荣的革命传统。保定陆军军官学校是我国近代第一所正规陆军军校。保定是留法勤工俭学运动的发祥地，革命先驱李大钊亲自指导保定留法勤工俭学运动，培养了刘少奇、周恩平、邓小平、陈毅等一批中国早期革命家。保定是全国双拥共建发祥地，连续九次蝉联“全国双拥模范城”称号。

Baoding has glorious revolutionary traditions. Baoding Military Academy is China’s first regular army academy since 1840. It is the cradle of the Movement of Work-Study Program in France, where the revolutionary forerunner Li Dazhao personally instructed the campaign. The movement cultivated Chinese early revolutionists including Liu Shaoqi, Chou En-lai, Deng Xiaoping and Chenyi. Baoding is the birthplace for the development of national defense and the armed forces and mutual support between the civilians and the military, having been awarded the “National Double Support Model City” for nine consecutive years.

As a youthful and friendly university city, Baoding’s universities rank frontier among the prefecture-level cities in China with 17 universities and colleges(2 are deployed by national department and 5 are provincial deployed) and more than 270,000 students. Baoding is a famous city for cultivating sports champions, which has nurtured 24 world champions including Guo Jingjing and Wang Han. During the Tokyo 2020 Olympics, the four players, Pang Wei, Wang Han, Li Bingjie and Zhang Yifan, whose native hometown is Baoding, were awarded the prizes of four gold, one silver and two bronze medals. This achievenment broke the new record of “the city of champions”.

山水保定。保定素有“群山西峙、众水东瀛”的美誉，西倚太行山，东临华北明珠白洋淀，山清水秀，气候宜人。境内河流主要属海河流域大清河水系，纳入《河北省河湖保护名录》的河流有178条，大型水库4座、中型水库6座、小型水库83座，总库容33亿立方米，是京津保生态涵养区、雄安新区生态保障区。保定自然资源优美独特，平原和山区分别占全市总面积的43%、57%。拥有A级景区46处，其中5A级景区3处、4A级景区14处。2019年，获评“国家森林城市”荣誉称号。

Home to Pleasant Natural Environment. Baoding enjoys the word--“West Backs Mountains, East Embraces Waters”, for against lush T'ai-hang Mountains to the west and is surrounded by lucid Bai-yang Lake, the bright pearl in North China, to the east. That means the city has a pleasing climate. The rivers in Baoding mainly belong to the Daqing River water system, the Haihe basin. There are 178 rivers join List of Rivers and Lakes in Hebei Province. What’s more, Baoding has 4 large reservoirs, 6 medium reservoirs and 83 small one with a total storage capacity of 3.3 billion cubic meters. As such, it is designated as Beijing-Tianjin-Baoding Ecological Conservation Area and Xiongan New Area Ecological Security Zone. As Baoding possesses beautiful and unique natural resources with plains and mountains accounting for 43% and 57% of total area respectively, there are 46 A-level scenic areas, including three AAAAA scenic areas and fourteen AAAA scenic areas. Therefore, Baoding has been named as National Forest City in 2019.

Low-carbon City. Baoding is designated as a low-carbon pilot city dually by WWF and National Development and Reform Commission. It is also the first prefecture-level innovation-driven development demonstration city nationally identified by China Association for Science and Technology. In the first half of 2021, Baoding was approved as the only "Innovation China" pilot city in Hebei Province. Besides, the city's manufacturing quality competitiveness index ranked first in the province for six consecutive years. Baoding energetically develops major industries like “Health, Vehicles, Electricity, Data and Tourism” represented by life and health industry, new energy vehicles, intelligent electric power manufacturing, data services, cultural tourism, and ultra-low energy building as well as agriculture in city countryside. Great Wall Motor, Tianwei, Lucky, Orient Sundar, Synlight Crystal and other well-known enterprises all contribute to build park platforms such as " Baoding·China Electricity Valley", Baoding-Shenzhen High-tech Science and Technology Innovation Industrial Park, Baoding- Shenzhen Science and Technology Innovation Industrial Base, Anguo Traditional Chinese Medicine Capital, And Baoding-Zhongguancun Innovation Center.

2021年4月30日，国务院办公厅发布《关于对2020年落实有关重大政策措施真抓实干成效明显地方予以督查激励的通报》，在30个表彰事项中，河北省有8个省市县政府上榜，其中保定4次（其他包括河北省1次，承德市滦平县1次，邢台市威县1次，秦皇岛市北戴河区1次），是河北省唯一上榜的设区市，位居全国前列。

On April 30, 2021, the State Council general office issued Circular on Supervision and Encouragement for Implementation of Relevant Major Policies and Measures in 2020 in Places with Notable Achievements. Among 30 recognition matters, Hebei province has eight provinces, cities and counties was listed, Baoding got four times (others include Hebei province, Luanping County, Chengde City, Weixian County, Xingtai City, Beidaihe District, Qinhuangdao city), is the only city with municipal district in Hebei province on the list, ranking in the forefront nationwide.

去年以来，市委先后召开5次全会，提出了“11258”的总体要求和全力构建京雄保一体化发展新格局、精心打造京津冀世界级城市群中的现代化品质生活之城、重返全省第一方阵的奋斗目标。8月16日至18日，保定市第十二次党代会胜利召开，提出全力构建京雄保一体化发展新格局，精心打造京津冀世界级城市群中的现代化品质生活之城，确定了激情奋进“十四五”、再造一个新保定的工作主线，“三步走”的战略目标和“三聚焦一加强”的战略部署。当前，全市上下正在党中央、省委的坚强领导下，加压奋进、加倍工作，努力在中国式现代化新道路上建设一个高品质、有韧性的现代化新保定。

Since last year, the Municipal Party Committee has held five plenary sessions, and put forward the "11258" overall requirements as well as is to build a new integrated development paradigm of Beijing, Tianjin and Baoding, a modern quality life city in the world-class urban cluster of Beijing, Tianjin and Hebei, returning to the first rank in Hebei province. From August 16 to 18, the 12th Party Congress of Baoding city was held successfully. The congress put forward former goals again and determined to be committed to 14th Five Year Plan, reconstruct a new Baoding, the main task, and realize "the three-step development strategy" goals and "three focuses and one strengthen" plan. Under the leadership of the CPC Central Committee and the provincial Party Committee, Baoding committed to Chinese-style modernization currently is striving to build a new modernized city with high-quality and resilience.
